Why are some vehicles available in the Auction house to be purchased for $20 mill. credits, but when I try and auction the same vehicle, I am unable to set the price to that amount?

You should be able to. But no car is worth 20 million. They're most likely a no-good car as well. You'll be paying for the paint because the tune is likely rubbish.
