Lets say I will buy a brand new sealed copy of the Forza Motorsport 4.
Will the dlc codes work? Which ones would and which ones wont?

They worked 2 years ago, when I bought the FM4 Limited Collectors Edition and the Porsche expansion. Old pre-order cars, that were tied to my Xbox account back in 2011, were still there and downloadable too.
For FM3 some content didn't work any more.

I don't know about the DLC state today, but I would assume it's the same.
