Skills and Perks list

Horizon 2 appears to have the same Skills system as in FH1: complete a certain action as you are driving to trigger the Skill. Perform the skill to better degrees (Great, Awesome, Ultimate) and get more points. Combine two or more skills at the same time to get a Combo. Chain skills in succession to get points multipliers. As points from skills are banked you will see the Skill bar (top center of the screen) gradually fill up; when it's full, you've earned a Skill Point. Skill Points can be spent on unlocking Perks (see second post in this thread). Some Perks help you increase your skill scores and chains faster.

Skills are activated after you successfully complete the Horizon Heats Sprint Race at the beginning of the game.

Skills
Air - All four wheels off the ground.
Burnout - Accelerate to lose traction while on pavement.
Clean Racing - No collisions in an amount of time?
Drafting - Follow an opponent within a certain distance at over (50mph?)
Drift - Slide sideways for at least (10 meters?) without using the E-brake.
E-Drift - Use the E-brake to slide sideways for at least (10 meters)?
Near Miss - Pass a car you are not racing against at at least (50mph?)
One Eighty - Use the E-brake to spin your car around and accelerate in the opposite direction.
Pass - Pass a car you are racing against.
Sketchy Pass - Pass with damage?
Skill Chain - Accumulate a skill chain multiplier?
Speed - Travel (450 meters?) while doing more than (100mph?) the entire way.
Trading Paint - Scrape a car as you pass (opposite directions?)
Two Wheels - Drive on two wheels (different axles)
Wreckage - Hit something breakable.

Combos
Airborne Pass - Pass + Air
Clean Start - Start with no collisions
Crash Landing - Air + Wreckage
Daredevil - Near Miss + Near Miss + Near Miss
Drift Tap - Drift + ?
Ebisu Style - Drift + Air
Hard Charger - Start + Speed?
Kangaroo - Air + Air + Air
Landscaping - Wreckage on (rural items?)
Lucky Escape - Drift + Near Miss
Great Skill Chain - Skill Chain with higher multiplier
Road Open - Wreckage on traffic cones?
Showoff - Drift + Pass
Sideswipe - Drift + Wreckage
Slingshot - Draft + Pass
Threading the Needle - Pass + Near Miss + Near Miss
Trashman - Wreckage on (urban items?)

Perks List

Perks are game-wide benefits you can unlock with Skill Points that you've accumulated from banking skills and combo scores. The Perks menu can be seen in this Gamespot video around 2:00. There are 25 Perks, listed below.

Not all Perks are available immediately; after earning your first Skill Point you can use it to unlock the XP Everywhere perk. Once you've unlocked XP Everywhere, you can then spend future Skill Points on either: Street Racer, Slipstream, Drift Star, or It's Not Easy Being Clean. After unlocking one of these you'll then have access to unlock other perks.

Perks (with Skill Point cost)
Bargain Hunter - Permanent 10% discount on all cars at the Autoshow (5)
Skill Shortcut - Your Skill chain builds twice as fast (3)
Immune System - You start games of Infected in a ghosted state for 15S, unless you start as the first infected player (2)
Show Off - You earn an extra 25% XP from banked Skills in Freeroam (3)
Skill Legend - Your Skill Multiplier can go to 6 (5)
Bounty Hunter - An Icon appears above Drivatars worth extra Credits in a Head to Head race (3)
Profit Share - You earn 25% more Credits from Tuning and Paint downloads (2)
Street Racer - You earn 25% more credits when you beat a Drivatar in a Head-to-Head race (1)
Clubbed Up - Earn 10% more XP from the Club Bonus (2)
Discount Parts - Permanent 10% discount for Upgrades (3)
Risk Taker - Your Near Miss Skill scores are increased by 10% (2)
Slipstream - Your Drafting Skill scores are increased by 10% (1)
XP Everywhere - Earn XP when you bank a Skill Chain (1)
Drift Star - Your Drift and E-Drift Skill scores are increased by 10% (1)
Bribe Ride - Your Destination vote counts for 2 in an Online Road Trip (2)
Hang On - Your Skill Chain ends 1S later than normal (3)
Hot Lapper - You earn 10% more credits in Rivals events (2)
It's Not Easy Being Clean - Your Clean Streak and Clean Start scores are increased by 25% (1)
Daily Double - You earn double the reward from your daily Drivatar payouts (2)
Paparazzi - An Icon appears above cars you need for Horizon Promo (3)
Fast Travel Anywhere - Enables fast travel anywhere (to GPS location; requires credits until all Fast Travel Bonus Boards are smashed) (5)
Life in the Fast Lane - Permanent 10% increase in Event Finish XP (3)
Ghost King - Your ghost state lasts 2 S longer when you become King (2)
Most Wanted - You earn 25% extra XP from Speed Traps and Zones when you post 150mph or more (3)
It's a Lottery - Win better prizes more often with Horizon Wheelspin (5)

Nice find with the perks. if there's discount perks that probably means the signs are gone. and king is back :D

Gamespot's video review reveals the full Perks list around 2:00. I've updated the second post with descriptions and Skill point costs.

If there are no more discount signs, then what other collectibles will there be other than barn finds? =/ I wonder if there are any? I guess we'll have to wait and see.

I'm pretty sure that you don't get to choose the order. I think that the perks system expands when you get more perks, starting from the inside, and going out when you progress.

That would, in theory, be cheating. In the Fallout video game series (Fallout 3, Fallout: New Vegas), you unlocked perks to add, and you got better ones unlocked as you gained in XP, but you could only add ONE per level up. For example, "Wasteland Mapper" would be a mid or high-level Perk which would make visible all locations on the Fallout game map, so you could find those areas and get an achievement for finding all the marked locations in Fallout. It would be foolish to have enabled lower-level players to get that perk because many of those locations have mid or high-level enemies or require you to have met a NPC that you may or may not have met yet. Lower-level perks may be sort of like "Take less damage in falls" and some perks may even be levelable themselves; ie. level 1 "Take Less Damage in Falls" would have been 10%; next time you choose that perk, you could get 25% less damage.

Just my thoughts.

I see where you're getting at but Fallout probably isn't the best analogy, since perks in Fallout actually make you more powerful. Perks in Horizon mostly just speed up the rate you get rewards. None of them are going to break the game if given to someone in their first hour playing.

By the way, 'Drift Tap' can be added to the list of regular skills.

I really hope that the perks are selectable, if the good ones are left last they will most likely be useless. Like it's a lottery. I LOVE this addition to this game. All this talk of fallout makes me wanna completely finish new vegas. They really need to get on a new one already and stop teasing! But ya the perks and such in H2 sound fun. love me some unlocking stuff

There is also the skills "Triple pass and Wrecking ball"
The perk system acts like a family tree.. Unlocking the first perk gives you access to choose from another 4.. Buying one of them 4 gives you access "depending on which one you get" to another few to select from and so on.. It's a good way to do it!!

Quick question guys, has anyone unlocked the Paparazzi perk yet and seen it working?

I've unlocked it about an hour ago, it's supposed to highlight the cars your need for Horizon Promo that you haven't yet taken a picture of by placing an icon above the car. Except it doesn't.

I've been in solo races and free roam, spotted a ton of cars I've not yet taken pictures of and not a single one of them had any kind of icon. Anyone else experiencing this?

as best I can tell at some random point I get more perk points. Is this just achieving a certain amount of XP? Not sure what I should be doing to get more of these.

I had no problem with it at all, it appeared over every car I needed to capture with the exception of traffic cars.

It took a while but I did manage to get 239/239 photos so good luck.

For a bit of Horizon Promo advice, park your car along the promenade in Nice, just west of the Festival Hub, and get ready to start snapping away. There are lots of drivatars passing through Nice at all times of the day and it's like catching fish in a barrel parked on the side of the road with your camera at the ready.

I haven't seen the icons either. I have names over cars turned off and maybe it needs to be on. I'll have to try that tonight.

Restarted the game and that solved it, I now see the white camera icon above the cars. Thanks for the tip Hieronymus, I think I am developing some form of OCD, I spend more time in photo mode than doing anything else because I gotta snap them all!

The game keeps telling me how many one of my friends has taken, it's way more than me so I'm hoping this perk and your tip help me catch him up!

I've also gotten quite a few on my first race in a new class. Just after the race starts go to photo mode which pauses the action and snap a forward and reverse pic of the cars. I just started doing this last night and got like 10 new cars in a few pics.

Perk points are aquired by chaining skills together. Like drifting, near misses, speed, and so on.
