I apologize for my English. None of the suggested methods helped. I decided to try restoring Windows with formatting the hard drives. And you know what? The game is now working. Yes, I had to download all installed games. Forza Horizon 4 is no exception. I hope this method helps someone.

Friends, I managed to solve as follows, it took a whole day to come up with this solution, it seems that uninstalling and installing on the same drive of Windows 10, is giving problems loading the game. I know such a solution takes time for those who have a slow internet, but we have to try, it worked with me.

1- Uninstall the game, delete all files from the TEMP folder, restart windows.

2- install the game on a different drive than windows 10, another HD, can be an external one.

3- reset the settings to default

4- make the first load of the game, if it works, make a full backup of everything and then move the game novamante to windows 10 drive. If it doesn't work with the game installed on the same hard drive as windows 10, just restore it by backup and leave the game on the same external drive.

Amigos, consegui resolver da forma abaixo, levou 1 dia inteiro para chegar nesta solução, parece que desinstalando e instalando na mesma unidade do Windows 10, está dando problemas no carregamento do jogo. Sei que tal solução demora para quem tem uma internet lenta, mas temos que tentar, comigo deu certo.

1- Desinstalar o jogo, deletar todos arquivos da pasta TEMP, reiniciar o windows.

2- instalar o jogo em uma unidade diferente do windows 10, outro HD, pode ser um externo.

3- redefinir as configurações como padrão

4- fazer o primeiro carregamento do jogo, se funcionar, façam um backup full de tudo e depois movam o jogo novamante para unidade do windows 10. Caso não funcionar com o jogo instalado no mesmo HD que o windows 10, basta fazer a restauração pelo backup e deixar o jogo na unidade externa mesmo.

I tried everything I found to Start the game.

Today, after one week try and error (reinstalled the game 3x with different local admin users, Reset windows store, Reset all permissions for the windowsApp folder, Updated all divers, closed all possible other programs etc.) my game finally launched...

What I did, maybe that could help someone:
I filled out the following contact Information:

After that I opened following Page in edge/Internet Explorer: https://www.microsoft.com/de-de
In the search Bar I searched for "forza" and I selected my Version (for me forza horizon 4 ultimate Edition).

I clicked on the Green Button "installieren/wiedergeben". That opened the Windows store and the game launched. Maybe that Was just luck,but I wanted to share it with you. Hop it will Start tomorrow as well...


EDIT:
Today it wasnt starting first. I opened mocrosoft.com, account.xbox.com and account.microsoft.com and starter the game like yesterday, but the game did not launch.

After that I stopped the Task Microsoft Skype in TaskManager and logged out from account.xbox.com. Then I logged in at Account.xbox.com again and clicked to some Pages in my xbox Profile (xbox settings...).

In the meantime I tried to start the game 3 times through the Process from yesterday (by the Green Button installieren/wiedergeben on Microsoft.com. The game started at the 3. Try after I logged out and logged in on account.xbox.com and stopped the Task Microsoft Skype.

Hope it helps someone...

This. Well done sir, fixed my problem completely. How did you know the app was looking for the C++ library?

So I got it working!

So what I did is resetting windows to factory settings while keeping files, and that actually worked! Yes, it's an annoying fix since all programs and games (including fh4) on the system do get removed, but only files like documents, pictures, etc. are getting kept.

Then, just reinstall the game and boom. It works.

Instructions on how to do this windows reset: Start>settings>updates and security>Recovery. Then just click on the topmost button and then follow the instructions on the window(s) that pop up.
