You can see it's in the game by Drivatars being in it and it's available in blueprint.. But i am yet to see it in wheelspins or even on the auction house. You get it as a reward for leveling up in one of the Horizon Life career paths. Might be Cross Country, can't recall. Your first business is from completing World's Fastest Horizon Story missions.
