Tests:
Running this game on a SSHD (Seagate ST1000XD010 1TB) which also runs Ghost Recon Wildlands perfectly fine.
The only time Low Streaming Bandwith occurred was when the Texture Quality was set on anything other than LOW. I could set all settings to max and Texture Quality to Low and the game would have no issues with Low Streaming Bandwith. As soon as I set the Texture Quality to MEDIUM the error occurs.
Secondly the point at which this error occurs is very consistent. At Medium and High Texture Quality the error occurs at 37 seconds into the benchmark. For Ultra Texture Quality at 21 seconds.

Specs:
  • ASRock Extreme 6 motherboard
  • NVIDIA GeForce GTX 980 Gigabyte Windforce
  • Intel i7-4790K @ 4.0GHz
  • 16GB RAM DDR3
  • Samsung Evo 850 250GB with Windows 10
  • Corsair Force GS 250GB with games
  • Seagate SSHD 1TB with Forza Horizon 4 (And Ghost Recon Wildlands)
  • BenQ 144Hz G-sync enabled main monitor
  • Philips 60Hz secondary monitor


Additional information:
I did a total of 13 benchmark tests, v-sync off, unlocked fps, fullscreen on a 144Hz G-sync monitor.

Same here. Drives me absolutely nuts. Game is installed on my SSD and I run a 1080 Ti @1440p 144hz no OC - G-Sync enabled on a Freesync monitor (32" Samsung HG70). My cpu, mobo and ram is a lil old (i5 4670k @ 4ghz on a z97 MSI Gaming 5 w/ 16gb Corsair Vengeance LPX, but no other games give me this issue so I know it isn't a hardware thing.

same issue here, tried capping frames and taking my quality down to medium with no luck.
my specs are as follows;

Ryzen 2700x 8 CORE CPU!! (doesn't even hit 60%usage when i play the game)
Geforce gtx 1060 6gb oc edition
ROG strix B450-F gaming motherboard
24gb ddr4 vengeance lpx 3000mhz ram
500gb ssd with os and game installed!! (doesn't even hit 50% when i play the game) I have a 1tb hdd installed as well but the game isn't stored on this
144hz 1080p hp omen monitor

My temperatures do not exceed 50 degrees while i play this game so its not a overheating issue either

What really bothers me is that the game has the audacity to blame my cpu and storage device for the problem when clearly that isn't the case.

I don't want to lower my settings for this to stop happening, i want this problem fixed, i spent a lot of money on this game and i expect it to work i think that's a pretty fair request, we shouldn't have to hinder our experiences to get something we should be getting regardless.

Sorry if i sounded stingy here its just really irritating.

Same here!

I tried the game with the Xbox Pass, but because of this bug I will not buy the game.
(One of the things I like very much is run at full speed to a random location...... just imagine my life when I pass 360 km/h and the bug start to show)

(FIXED)
I tried to install in a different HD (instead of a SSD, a HDD) and the problem is fixed (The loading speed is a bit longer, though)
I think the game optmize the memory usage based on the HD speed, but it's not perfect, and this kind of bug happens.

I hope this can help someone.

same problem and its really frustrating can the forza devs look into this? i wanted to buy the DLCS but with this problem im gonna hold any patches coming soon?

I bought this game when it released on PC, it worked perfectly fine till about December 2018 with my Logitech G920.
I took a break from gaming and now I've been back on forza horizon 4 and it just lags and I get low streaming bandwidth. I even tried lowering the graphics but its of no use... according the the game it's not even using 50% of my GPU. It's become almost unplayable.
I am running it on my Asus GL502VSK Laptop; i7-7700HQ, 24GB RAM, NVIDIA GeForce GTX 1070. The game is saved on my ssd.

Please help.

I have the same problem. I get the textures popping in and out, especially while doing high speeds and in built up areas, such as Edinburgh.

This is frustrating, we've paid good money to enjoy this game. The devs actually did a good job making the game a little more enjoyable to play with the festival changes, but this bug renders the game unplayable.

FWIW, I recently started having this issue after moving the installation of the game from my external USB 3.0 HDD to my internal SSD drive. I ended up completely reinstalling the game directly to my SSD and have not had the issue since.

I just had this in a ranked online race, the ground disappeared and turned blue, then the error popped up. I ended up in last place and lost rank.

Specs... i7 4790K, 16GB, GTX 1660, Win 10 Pro on SSD, game on another SSD. Playing @ 1080p Ultra, 75fps vsynced on a 75Hz monitor.

i have this too. EVEN MAKING EVERYTHING VERY LOW WONT MAKE A CHANGE.
mine is 660 gtx i54440 8 ram (i have also the lowest resolution and it didnt help also)
please playground and microsoft fix it immediately!
i cant feel the speed :((

Iv noticed the game says 100% gpu usage even when its only 30% actual usage so i dont think the game is registering the full use of our gpu
