About two years ago before the game was pulled from Xbox live I bought the game of the year edition, after re-downloading the game one of the packs included was not re-download nor am I able to get it from the store since the dlc was pulled. I tried contacting turn 10 but never heard back.

How do I go about getting this content back?

Can you see the pack in the "ready to install" list on the game? (not the overall ready to install list).

You press start on the game and select manage game. There's a ready to install list just for it, save files, installed files, etc.
