Why the differential settings for some player is Accel=100% Decel =100% for drift?

They dont necessarily *NEED* to be 100% accel and decel, but doing so means the rear wheels of your car will always be spinning at the same speed. This makes it easier to drift for some.
When a car turns a corner, for the sake of explaining this lets say a right hand corner, the wheels on the left side(read: outside) of the car will be turning slightly faster than on the right side(read: inside)
This makes the car more stable through the corner and because physics, means more grip. If the rear outside wheel is spinning at the same speed as the rear inside wheel (as it will with the diff at 100% accel and decel, also known as a locked or welded diff) it makes it easier for the rear end to kick out.
On my cars, I usually run the accel at 85% and decel at 75%. This allows for a bit more control of the rear end, but it is slightly harder to kick out into a drift.
Just try a bunch of combinations and see what works best for you. I would recommend not going below 80% for accel and 70% for decel though. less than that will make your car very difficult to control.
