First: Check if you have last update windows, if not - update to last version.
after that open console as administrator
write this: DISM.exe /Online /Cleanup-image /Restorehealth
wait for 100% then write this: sfc /scannow
restart your computer, done!

How dangerous is this to a computer, can it damage the OS or any third party software. Can this even affect the recovery part?

The risk is very minimal as both commands simply scan your system for any files that are corrupted/damaged....the DISM command will repair any such files. Whilst I have never used the DISM command before, I have used the scannow command, including repairing files, without issue...in my case, it didn't solve the Toredo issue (I still have that issue 10 months after it first appeared but it matters little as I use a console now) but you may get lucky

As with any time you are doing anything with a system, it is a good idea to have your operating system backed up (good practice anyway)...it is also a good idea to create a restore point prior to it.
