I’ve had FH2 for a while now, and trying to level up my tier, but with a lot ofthe achievements completed, I still have 0/3000 pts from the game.
You may want to have a read of THIS thread - short story is that the 360 versions of FH2 and FH2 presents F n F do not count towards the rewards program.
Do you have an active Xbox Live account? If not, that could be the issue as I think the display of your rewards score is directly related to having an active Xbox Live account.
