Does anyone know if I buy a car pack and my Xbox dies rrod is there any way to transfer the cat packs purchased to a new machine? In would hate to purchase all the packs and then I cannot use .

Yes you can look under download history and they will be there. You’ll have to redownload them.
No need to “save” them anywhere, your gamertag owns whatever you have bought and you just re-download them when in the time comes. See: Xbox Support
