Problem with festival expansion

I have just received a Xbox achievement for having 10 upgrades, however when I count up the levels of my festivals (excluding the level 1) it only adds up to 9 have I messed it up, have I missed a festival expansion.

If so how do I get that back

Sounds like it must include the 1st one
Not likely to have missed one so there isnt one to get back

I’ve never heard of any achievement flukes, so unless you were purposely trying to get the achievement without completing the required prerequisites, it’s likely valid.
