Listing cars for 20,000,000?

Hi, I just hit rank 4 painter, & currently am rank 2-3 blueprint, tuner, etc, etc. I was under the impression you need to be rank 4 to be able to list cars for a silly amount of money however I am unable? Why is that because I am legendary rank for painter arent I?

I think you just need to be rank 4 tuner. Don’t know about the other ones.
