If it's possible to limit a frame rate on 30fps?

Hello to everybody!
Can someone tell me, if it’s possible to limit a frame rate on 30fps?
Cause everything is so fast and messy, I just can’t perceive it properly.
You can check it for yourself - a real race and the game:

Forza Motorsport 6 - Indy Car Chevy Gameplay (XboxONE HD) [1080p60FPS] - YouTube
Playing a racing games since 2001, and still can’t understand, why everybody wants that messy 60fps?
It’s so unrealistic…

Wow…bro, I don’t want to be rude here, but you kidding me?!!

60 fps should be the standard now for all games, not just racing games.

Do you see laggy, lucid dream-like 30 fps in real life? No… 60 fps increases perception of realism because everything is buttery smooth and super-responsive.

Do you play Horizon? Because that is 30 fps and will give you what you want. So is Drive Club.

Do you have motion enhancements activated on your TV? Those make games look funny whether they are 30 or 60 fps. Keep those enhancements off at all times. It can make response times “messy”.

Yes, I like to play Horizon 2, it’s running perfectly smooth.

Turn the camera shake off on the HUD menu.

He’s right… turn off motion effects. You should be fine.

If you have a Samsung a friend of mine said he had to make sure it’s in game mode.

That is correct - Game Mode by default turns off enhancements and represents the video output 1:1. So you get a clean, unadulterated picture that’s ideal for gaming.

that game footage was taken from the demo
