my Gamertag has been banned from using the Online Features of FH3.
Now my Question is, do I need to create another account with a different gamertag to be able to use the Online Features of FH4?

That depends on whether you were banned specifically from FH3 or from Forza servers in general. If you can play Motorsport games online n the same gen console, you can probably play FH4.
Well, I don’t own any other Forza Games so I can’t test it
