Friend Just Purchased the Car Pass

My friend just purchased the Car Pass and said that none of the DLC cars are free (in terms of credit price where you get 1 free version). Was this only available for anyone who owned the Car Pass prior to the update that allowed this? Or does he need to fix something or do something to fix it?

Thanks, sorry if there is already a post on this. I couldn’t get the Search function to work right now. Won’t load for some reason and I manually searched through a couple of pages on the Forza 5 section but didn’t see anything.
