For couple seconds whole game looks like in 240p quality

hello guys, as in subject the game for couple seconds looks like 240p, its all over in pixels, it happens every 2-3 minutes, stays for 3-10 seconds and goes back normal.

anyone solved or have similar problem?

Yes, turn off gamma correction and FXAA in Nvidia Control Panel.
