Photo Mode / Gallery - blocked,
I do not see other cars decorations,
Points “G” does not account,
I found all the bonus panels - but that does not count, I have to pay for improvements,

Sounds to me like you have yet to progress through the game enough. By the conclusion of the third championship, many of the features you’ve mentioned become accessible and are expanded upon. Try that.
There are no bonus boards for upgrade discounts; they are only for instant XP and fast travel discounts. You can, however, get a perk for 10% off all upgrades.
