I had honestly raced my way up to 13th rank and then the shift glitching came on. Last I checked I was like 27th (which was like a week ago) and most of the ones that jumped me are shift glitchers. Try adding some toe-in and rear rebound damping to the rear to help.
In many ways I can see exactly where you are coming from but IMO this is why Forza 2 will be successful (and pretty much already has). Here's a couple of observations I have.

I honestly put no thought into those races and just used the R1 F333 and beat them all no problem. The computer seems to be playing on either easy or medium mode in the arcade mode. I honestly don't know what to say but I found the F333 was so easy to win with.
For about every type of racing and for almost every different driver there's a different interpretation on what loose/tight vs oversteer/understeer is. This is why you'll see good drivers/crew chiefs try to stay together for their careers as they know what they are talking about.

Basically as you increase the diameter of the a wheel you increase the wheel/tire's polar moment of inertia which basically means the higher the value the harder it is to to turn, rotate, or change direction...
