I don't consider adding borders as "photoshopping". A border doesn't make a photo look any better to me.
allright, just said that cause if I remember well, I've seen in a comp's rules that borders were considered as "editing" so would disqualify the picture.
personnaly I don't care wether there are borders or not, as you wrote, they don't make the pic look any better.

That was in Zombie's Competition... It was his personal preference, so I followed the rules.
The borders are done while posting, so it is fair to say that everyone has access to them, so it is fair that you should be able to have them...
It should be especially important during a black and white photoshoot, since you COULD in theory take a picture that looks like it is only a car, since the scenery could blend out into white, making the edges invisible.
